HECC Certification was born from a deep conviction: Cambodian hybrid vehicle owners deserve impartial, precise, and honest technical assessment — a standard of excellence that simply did not exist in the region.
The Founder
is, above all, a passionate engineer. French by training, he developed a deep interest in electric and hybrid technologies long before they became mainstream. Between 2008 and 2012, he converted 2nd and 3rd generation Toyota Prius models to plug-in hybrids — at a time when commercial PHEVs simply did not exist. Alongside this, he developed prototype electric Citroën 2CVs and an electric Toyota Aygo, pushing the limits of what was technically achievable through hands-on craftsmanship.
European Rigour
Based in Cambodia, chose to put his expertise at the service of hybrid vehicle owners and prospective buyers. His approach rests on three pillars: complete impartiality in assessment, full transparency of results, and technical rigour inherited from a European culture of quality craftsmanship. HECC certification is performed by tamper-proof software, entirely independent of any commercial activity — it is this strict separation that underpins the credibility of the label.
